Yes the Haldex system reverts to standard air brake operation if power is lost. I would think if it loses a sensor or has a wiring fault its going to put on the inop light on the dash and revert to non ABS operation.

I think your right - otherwise your brakes would be inoperative. However, its not uncommon for those valves to go bad, especially if they have had a history of a contaminated air system, like bad drier, etc. If I had an OTR truck with an inop ABS system, I would be horrified at the prospect of a DOT roadside inspection, just thinking about the cost of the fine.
