Well then maybe some patience is needed
All that a working IP needs to pump fuel is power the the run solenoid, fuel to the IP and the IP shaft to turn, if you have all three of those things the IP must pump or it is not working correctly.
If you cannot get it to pump fuel you may want to remove the top cover (takes a special 5 point security Torx drive) and see if all the linkage is free and free of rust etc, you must make sure to install the cover correctly, youtube is a good source for directions.
Make sure you have 24V to the solenoid during cranking.
