Rebuild engine dont start

Hi guys! I'm here again asking for help. Today I finally finished assembling the engine I rebuilt, but unfortunately it doesn't want to start. The diesel goes all the way to the injection pump but not into the injectors. On wire 54 there are about 23 volts. What can I do?

Is wire 54 plugged into the correct terminal of the IP, would be the one closest to the front of the engine.
Was the IP rebuilt? if not was it running before the rebuild?
Do you have fuel coming out of the return fitting on the IP?
Can you hear the fuel solenoid "kick" when voltage is applied?

Yes,the wire 54 is closest the return hose, the IP is not rebuild and works well before the crack in the block.
Yes,fuel coming out from the return fitting.
Yes, the solenoid make click when turn the key

Well then maybe some patience is needed
All that a working IP needs to pump fuel is power the the run solenoid, fuel to the IP and the IP shaft to turn, if you have all three of those things the IP must pump or it is not working correctly.
If you cannot get it to pump fuel you may want to remove the top cover (takes a special 5 point security Torx drive) and see if all the linkage is free and free of rust etc, you must make sure to install the cover correctly, youtube is a good source for directions.
Make sure you have 24V to the solenoid during cranking.
Others will have ideas also.

Crack one of the fuel line fittings on an injector and see if it isn't just an issue with bleeding them. It can take a long time for fuel to reach them from in a dry line, certainly much longer than you want to run your starter.
