The SN cutoff for the bad bearings is pre 6510072174, SN for the composite thrust washer is post SN 6511014364.
The Allison documents that are applicable are

SIL 17-WT-11
SIL 29-WT-96
So, my trans serial number 6510837456 which fall in between those two numbers. So, does that mean I don't have the bad bearing but also not the new composite washer?

I believe so. They replaced the original spec roller thrust-bearing with a different roller thrust-bearing, then they replaced that second bearing with the current spec thrust washer...
