Check for voltage at the fuel shutoff valve (the two wires going to the injection pump) before disassembling. If you have 24 volts there, then the problem is likely to be fuel supply. Remove the fuel feed to the injection pump (it's gravity fed) and see if you get a flow of fuel. If yes, next...
Basically, this is the best answer. However find out what year of code your location is using, they may not have adopted 2014 yet, and that may make a difference.
A better description of what happens would help. Abrupt shutoff or seems to 'run out of fuel?' Any fault lights lit? With load or no load?
The more information you give, the better the suggestions will be.
That injection pump is a very common design. I don't think you'll have problems getting it rebuilt, or finding parts if you want to rebuild yourself. I'd call Jerry or Linda Biro at Hercano <sp?> Propulsion in Ohio. He'll have the parts.
Most lawn tractors with hydrostatic drives run between 3000 and 3600 RPM. Fixed RPMs are great, my tractor basically has three speeds: 0 RPM, 3000-3600 RPM (fixed, somewhere in that range) and choke! I'd go for the water cooled version myself, sounds like a fun project.

I would not panic over a half Hertz change in frequency but what I'd do is run it up with a more balanced load. I bet it does the same thing (hunts) and that you're going to have to do some adjusting of the engine speed setup.

I (strongly) suspect that the heat will damage the reed switch if you try to solder it. The wires are normally welded which transmits little heat to the part.
