I would love to know what "Uncle" paid for those (8145-01-231-3747). Certainly over a grand, a piece - even considering large quantity orders.
Not 4 times; just one - or maybe a second full turn. There are 2 TDC positions for each cylinder; only one of them is correct for your purpose.
Remember, it's a four stroke, requiring 2 full crankshaft revolutions to complete all four.
It will be the rocker arms and push rods that are "loose"...
Should be Top Dead Center, at the end of the compression stroke. Both valves are closed, at that time.
And yes, cylinders on engines are always counted 1- and up, going from front to rear.
Better than other brands - same size, IMHO.
But as Coug said, if you had a tire that sat kind of flat for months due to low air/ heavy weight it may have deformed, permanently.
Have you examined the wheels? Besides relatively high runout/ out-of-round tolerances (inherent to all military wheels...

The stock axle measures 74" btw wheel mounting surfaces. Plus the spacers makes it 78". But the overall width (over fenders) is only about 83.5".

From my own experience: out of about 50 tires sold (all are LR "E" and dated 2008/2009) only ~10% of them have failed, so far.
They all start to develop cracks right here...
Brake shoe return springs rusty & weak? Linings worn down, allowing for excessive shoe travel? Brake hoses old, with possible restriction or swollen, so that fluid will only return very slowly?

According to TM9-2320-280-24P, Fig. 170, both parts (RH =2530-01-189-2195; LH = 2530-01-197-2160) are the same for all variants.
