Another nice thing to consider: every Deuce comes with a free air compressor and tanks onboard. At least some (all?) are equipped with an air coupling under the dash, and (someone would have to chime in) the rear air connections may also allow use of the compressed air. Just build a hose...
This sounds like a fault in the injector pump. The pump carries an idle and top speed governor system. If the governor sticks, the pump can go to full flow, and the engine will spin as fast as it can.
There is a recommendation for starting a Deuce to have a 2x4 handy at the passenger side air...
I've noted on GM vehicles that the wiper motor ground is not well-done. Some of the people I worked with had Astro vans, and the wiper motor started acting weird. We tried adding a ground wire from the wiper motor's metal shell to the chassis, and it resolved the problem on two of them...
I can fix that with just a screwdriver!

One note - the vacuum modulator on the transmission often has an effect on the entire transmission's internal pressures. Having them too low / high could lead to seal problems, and can also cause rapid clutch pack wear. Definitely replace rotted vacuum hoses - they do make a big difference...
