This is just an observation but I think you have the tail lights in upside down. The large lense is supposed to on top (wired for brake and turn signal lights) small lense on bottom (wired for running lights). Yea, I've installed a few dozen of the ford style duolamp.

It could also be the friction material is just plain old stuck to the flywheel from sitting. In that case carefully try to slide a thin putty knife between the friction material and the flywheel to break it loose. I've done that manytimes in the past.

Another reason you do not want to cut your grooves too wide the more rubber you cut out the less rubber you have for the road and then for sure your tires will chunk.
