    duvac... I had the same troubles you describe.since it's a converted ambulance,you should see a small black/aluminum box mounted just aft of the duvac.this little box is the switch (don't ask me just how it works...i just know what it does) that cycles one of the alternators to either charge...

    pull the cover... have you pulled the cover off the wiper motor yet? remove the plugs and the cover pops off...iirc,there is a solinoid that engages a cam affair on the wiper motor assembly.could be something jamming the works. Not GM's best design ever... :)

    not that bad... basic crossover kit (drag link,ends,steering arm,pitman arm),1 1/2 x .250 wall tie rod plus ends for same,and a stud kit for the right side including conical nuts,came to 660$ canadian including shipping.(vancouver island to edmonton). the large tie-rod is an option.check out...
