I have six (6) trucks, four (4) of which are dueces, with Progressive.
The only thing is that they require a commercial policy which is fine, so that anyone can drive any truck.

When the kids ride in mine, I drive slow, stay off the interstate and highways, and keep to less travelled roads. Never exceed 30-35 MPH, and adults ride in the back with them.
Buzzer will buzz untill 60 PSI air pressure is reached.
If the engine is difficult to start, I would look at the fuel system. Make sure all lines are tight, no leaks or kinks. Is the in tank pump running? Check fues on top of fuel tank.
Check fuel filters and make sure they are clean.
Mine did the same thing also.
I pulled the cover, unscrewed the holding nut, set the shaft in a vice, and sprayed WD-40 on the shaft while working the shaft back and forth.
Eventually I freed the shaft and the shutdown works fine.
Mine was stuck tight by the way.
