It's a pt pump thing. They do that. Pt is "pressure timed" so as the rpm increases, even a little, the pressure increases then rpms increase and the cycle repeats. This continues until it hits the governor.

Try a local diesel shop. I borrowed some specialty tools from a mobile mechanic once, he was very interested in my trucks. The 855 engines are still common but not many people rebuilding them so the tools are out there.

#1 Parallel to the heater lines is easy or add 2 more valves. Outlet in the water manifold and mid block return. #2 Adjust the injectors and valves. Search or see stickie at top. #3 Locking fuel cap is available at any truck place or ebay for around $20. Those military guys just paint it...

Sounds about right. I think 20 is about the best balance of power and reliability. I haven't done much testing but I would imagine when you get into the lower numbers you'll have to be more aware of your EGT gauge while towing or pulling a long hill. Have you added any shims to the governor...

Red River rebuilds are trouble in my experience. I've parted and fixed many RR trucks and the only thing going for them was a coat of CARC and even that was rough on some of them. I think RRAD is actually a middle school auto shop class. Doing an "in frame" on the 250 is fairly easy...

I'm currently running a T50 from a 335. I was running a HT3B but it was tired and needs a rebuild. Didn't really notice a difference when I switched other that no burnt oil smell. Next plan it to run an air to air IC and bump the power a little more. I don't see and reason why it wouldn't...

Also, no smoke so I could probably drop to a lower number.

Marine "romex" is stranded so it will flex often and not break. It's tinned to add to the corrosion resistance and the jacket is oil fuel and heat resistant.
