Are you running this set full time or only for testing/power outages? There prety quiet to begin with. You should look into building a sound inclosure not a shed per say.

I had to remove my filter housing and put the whole assembly in a vise to get it loose. Put mine on with some grease now.

The solenoid may not be throwing the whole distance needed to shutdown the fuel. You might try and disconnect it and throw it manualy to check.

The real question is how close are you to a gov auction and how reliable do you want this set to be? I know what i paid for sets a year ago directly from the auction site so i wouldnt pay over $750

Its a diag port but not in a way that a OBD2 diag port is. Theres no computer on the generator..its all relay logic. So its more for measureing voltages and such.

The mep803 will most likely be to small for your needs.

Like farmitall said. You can never generate 10kw cheaper than the power company can buy mega watts. Its also not a UL approved generator and has no ability to disconnect from the grid if the power goes out.
