    Start with the simple and easy stuff. 1. Replace the fuel filter. 2. Take the return check valve off and clean it out. 3. Get some fuel line and hose clamps and replace any flexible line that you find (if the above doesn't work).

    I would think that 13-14 mpg around town is about average. It takes a LOT of energy to accelerate a +5000 lb vehicle to 35 mph.

    Take off every electrical connection between the battery and starter and clean all the terminals and inspect them for internal corrosion.

    Check your voltage with the batteries connected and the engine running to get a true voltage reading. If it is too high, I think that there is an adjustment.

    Sorry, dude, you didn't explain that the ignition was off and the key was out. Go to the TM and find the schematic and follow the wires to see where they go and that will give you an idea what could be wrong.

    I would say that the M1009s still running are past their expected working life. Face it, there aren't many 1985 vehicles still driving around on the streets. Most any vehicle can be kept running indefinitely if you have the money to keep fixing it.

    Your batteries are not fully charged. At full charge you should get about 13.5 vdc, NOT "just over 12 volts". Charge them back up and check the output of your alternators by putting a volt meter across each battery with the truck running.

    As tm america says, you need more than 12 vdc to operate 12 v equipment and keep the battery charged, you will need about 14 vdc. Some converters are adjustable so you can bump it up a bit.

    Sorry another truck wont start

    If you take a screwdriver and short the large battery terminal on the starter to the small start terminal, you will bypass all the start wiring. If it cranks, look for bad solenoid circuitry, if it doesn't then look for bad power connections or a bad starter.
