WOW, that's a wide variety of tow vehicles. with that list you will not find a one size fits all.
lincoln town car, would be an M100/416.
Surburban, an M101
Deuce, an M105
I just put antique plates on my truck, NO inspection. Limited use, but oh well.
Learning to fix these trucks not that hard, and out near you is a bunch of people who could answer questions if you need help.
I will leave the experts to point you in the right direction, but I believe the only thing that uses 24V on the CUCV's is the glow plugs, everything else runs off 12V.
2 months without brakes, not bad. Might be a simple fix.
The either thing bothers me, you should not need to use it to start on cold starts. Unless it has the either start system (which I doubt), and even still should not be needed every time.

These may be problems, but they are corrective issues. Hardest thing would be the turbo.
How long has the truck sat with no brakes? How often (how many times) he start it with either?
The brakes are not as bad as it seems, just look after it every once in a while and your fine, since your using it on a farm, just don't aim it at anything important if the brakes do happen to fail.

The reason for the different thread is there is different contests/challenges
Challenge 1- buy enough to fill a military vehicle you get the truck. (I see a MV relevance here)
Contest 2- guess how many fit in the bed get a part of one of the item (not a whole piece)

Does the 5 ton have working brakes?
If yes then make up an air line between the 2 and you have brakes for the "trailer", which would make it a lot easier.
