I'd check the brakes make sure they're not dragging ,calipers not stuck, caliper pins greased. brake pads wearing evenly. front end alignment all can make a big difference in fuel consumption....

The front calipers could also be stuck or sticking , brake pads glazed, or caliper bolts rusty causing the rear brakes to be more responsive!
