I believe the governor is set to 3200 RPM, you can run at the governor all day long if you want, but don't expect any kind of mileage. That is also a good RPM to kill the 6.2L if the bottom end is starting to crack in the crank or block.
You will definitely not be happy with running 3100 RPM on...

Nope, no difference if it is the original axle. The oval 10 bolt is a 7.5" ring gear (S10 and car applications) while the nearly round, but slightly oval 10 bolt has an 8.5" ring gear and was only used in the trucks.

You should not have any issues. Is the wiper switch on the column in your M1009 (Sorry but CRS is kicking in at the moment)? If that is the case, then it should all be the same.
Another factor to consider is how bad have your factory springs sagged under the weight of the diesel. If they are sagging pretty bad, then you may want new springs anyway.
