Why does everyone always recommend disconnecting the batteries to charge them? That's a lot of effort and not necessary. A 12v charger across each of the 12v batteries in turn until they are all charged works fine with no issues with safety.
What am I missing?
Like MWMULE said, those bulges on the Michelins are 'normal'. I am running tires with those bulges that are 15 years old. The important check is for cracking (weathering) that is deep enough to matter. But, you can't go wrong with new tires, if you can find them.

I don't need handles. Many have been available from scrapped trucks. I just had to ask around to find them.
The front and rear PTOs on the 406/416 run off the transmission. A PTO box on the left of the transmission provides front or rear, or both, shaft engagement at either 540 or 1000 rpm. One model of PTO box is 540 only.
One old 'standard' sealing and stabilizing material was glyptal (glyptol), normally applied with vacuum. Bet that lengthy process is not used much any more. Glyptal is the coating seen inside engines too.
Nothing wrong with keeping it simple like you wired it. That switch will handle the load fine. If the siren has 23 amps on data plate then that already includes the start-up spike and the motor probably draws much less while running.
The siren can use the chassis ground where it is mounted...
Theoretically you could install a Vanner Battery Equalizer across the batteries and then use only a 24 volt alternator connection. The truck wiring would not have to change.

A valve like this (used for "kneeling" the truck) caused me a lot of hair pulling. That tire had a leak that I could not find. It seemed to leak when driving it but usually stopped leaking when stopped. Sometimes it continued leaking and the tire would go down.

When you said "front brakes were locking" did you mean literally the front brakes on the truck (and not the secondary on the rear brakes) ?
