The rev'ing wide open and blowing flames indicates (to me) that your turbo has lost a seal and engine oil was being blown into the engine. Checking engine oil level will verify if it is low. Engine oil leaking out of the turbo fed the turbo fire.

There are lots of gotchas with that carb but also many reasons other than carb that a 404 mog will not start and run properly. Getting fuel to the carb is the first place to look. Disconnect the line at the carb, crank the engine and watch for fuel. If none then clean the primary fuel filter...

A 404 is probably the best all-around 'factory' offroad vehicle ever made. No modifications required. There are loads of videos on Youtube you can watch. There aren't a lot of rock-crawling Deuces or 5-tons on there.
