He's not wrong but IMO the C7 trucks are worth a reasonable markup on the entry price. For one they are rare. Only about 1/5th of the non-LTAS trucks were ever made as A1R C7 trucks. The military still owns quite a few with National Guard and Reserve units so they will continue to trickle out...
Unplug it and check the voltage on the bus. And yeah - what diagnostic tool are you using exactly? I would be checking that it was plugged in correctly and nothing is shorted because burning up a termination resistor is some serious shit and I would be worried it could damage modules on the bus...
That would be a pretty wild thing to "burn up" as the J1939 bus is all low voltage. I have never heard of such a thing and I deal with CANBUS regularly enough to know what the high and low waveforms look like...... they are typically +/- 1v.
No - there's TWO chains. The lifting chain with the threaded clevis and then a SAFETY chain that goes around the wheel and attaches to the spare tire frame with spring hooks.

Isn't that exclusively a 3116 issue? 2003 A1 should be a 3126b. There's still an oil supply line to the HEUI pump but I'm not aware of a specific flaw in those. Definitely inspect though.
Rear main seal. That is the drain hole - the bell-housing fording plug (to the lef) is in it's stowage position. It should be in that configuration unless you are fording deep water.

There's absolutely nothing wrong with being satisfied with the 3116. It is an acceptable (some might even say good) engine and if it meets your needs then there's no argument I can make against that.

The Oshkosh M1240 M-ATV uses the C7 @ 370 HP. This in an off-the-shelf dyno tested CAT sanctioned flash for this engine. The M1240 weighs 25k lbs BTW. The flash file in question is dated November of 2009. No one in the military or CAT has seen fit to derate the engine from that specification...
Yes the 3116 isn't a bad engine - as you note it absolutely needs help cold starting so maybe a heated blanket for tabby.. The EFI engines really don't exhibit that behavior. More of a snow leopard than a tabby.
