Perhaps it's not a fuel delivery or fuel pressure problem, if fuel pressure can pop off the injectors for it to run, it should start, in theory, but have you pulled the injectors to check the spray patterns? I ask this, because the deuce will start with a non working in tank pump, the IP and HH...
You can try the black adhesive permatex to see if that solves the problem, but I would only apply a small bead all the way around the very outer edge of the filter base so none of it makes it under the adapter. If a piece came loose, that could clog something and make a small issue into a big issue.
It's best to flip them around and have dish out or air them up before installation if you want dish in. I'm pretty sure you'll have to flip the hubs if you run dish out so the rears are in line with the front unless you don't care about that. All of mine are dish out and while it may not look...
