When you do you Herculiner I recommend doing more than the 2 coats explained in the directions on the box. I did the exact same thing you did (Herculined my hard top). I found that I had to do quite a few coats to get the herculiner think enough to actually protect the top.

maybe rust inside the cable sheath? We had a 900 series 5-ton that had sticking issues (when using the hand throttle). We sprayed the lube inside the cable sheath and after a few times of pulling/pushing, it cleared up.

I have taken my truck around topless (And with windshield down) but it was only an M35...not a 5-ton. It was interesting when I ran through a patch of bugs at speed...beyond that it was pretty fun.
