Any plumber and most mechanics would have the tap. The mechanics would use it to do just that, clean up heater fitting holes and such. Put some grease on the tap and that will grab any rust. You are not looking to take off any metal, just run it in till it gets good and snug and you are done.

Unless you are an experienced bodyman you want to farm that roof job out. Ask them where they want you to cut the donor off. You have no room for error on a roof replacement.

I think where you are in the country has a lot to do with vehicle price also. Here in NJ I have not seen a deuce for under 4000.00 running for a long time. 5-6 years ago you could get them from G/L for 1200.00 then the prepper craze and the overseas contracts hit at the same time and the prices...

The fluid will be fine but how are you going to drain the convertor? If you do not drain it then you will be mixing in the 5 or 6 quarts of regular transmission fluid with the trick shift. As long as they are compatible I see no problem but it is going to be close to a 50/50 mix. Kind of defeats...

Look for a CDR valve for a civilian Blazer with the diesel or any of the civilian diesel pick-up trucks. They all use the same injectors unless someone has changed them out for marine injectors.
