Thats the normal range, but you should check the vac switch on the inj pump. if it fails the trany will shift at the wrong rpm. We replace a lot of bad vac switches.

I have been using 14.5 radials on the front of our duece dumps as floats, and ndt 1100 20 tires on the rear for years with no issues. the radials have much, much better traction, so putting bias on the front might get slippery in the wet.
