Tim is right.
The GP system will draw 100 amps with 8 properly working glow plugs.
This is an actual measurement of 4 AC60G glow plugs in a M1009.
Full scale is 50 amps.
If the temp sensor fails in the open mode (high resistance) or is unplugged, the card will see the high resistance and will close the glow plug relay. The card thinks the engine is cold with high resistance from the sensor.

Here is a picture of the wire installed on the GPD series GP controller. I used a flat washer on the top of the original nut and a second 4-40 nut on top of the ring terminal.

Gravity feed the fuel pump to see if it is working properly.
If it is, you should be able to bleed the air at the fuel filter and the truck should run. This means you have no fuel getting to the lift pump.
If you can not get fuel out of the filter, your lift pump is bad.
