I suggest a few very simple next steps: 1) Return springs (only); switch sides, left wheel <-> right wheel; if nothing changed, -> step 2) brake pads (as a pair): also switch sides left <-> right; if it's still the same side wheel locking, -> step 3) Brake drums: also switch sides.

It really doesn't matter how air got into the IP. What I'm trying to say is once it got enough of it and the IP actually "pumped air" into the lines you are done for a while. There is no way that engine could just be restarted immediately after it stalled, and continue running - which is what...
OP says it started right back up again, (every time) after stalling. I don't see how a 6.2L can do that and run right and smooth immediately after, if the cause was air sucked-in anywhere down the fuel supply line? It usually takes a lot of cranking until everything was primed again.

There are at least 4 different governor brands/makes out there, used on our Deuces. Some are a bit more "tricky" to work on than others, but they all are adjustable.
Any pics of what model you have? or check this picture and try to identify yours.

You can always convert the regular runflat donut into a flat beadlock rubber band, only. See this post... and this before/after picture.
I think the beadlock is a must for all 16.5" wheels, due to their steep 15deg shoulders, and missing the so called safety humps.
