I'd assume the ADVR-054 requires a minimum AC voltage across it's to sense leads for it to generate any field voltage.
Did you measure what residual AC voltage the new regulator has across it's sense leads?
Could be the residual AC voltage the generator puts out is too low for the new regulator...
Just as a reminder for others reading this thread in the future.
NEVER temporarily bypass the QUAD Mod fuse with a jumper unless you are absolutely certain the the Voltage regulator is good.
Why? The primary purpose of the fuse is to protect the Quad winding from a shorted out voltage...
Direct sunlight make a huge difference in solar panel output.
With indirect sunlight my solar panels put out 150-300 watts.
With direct sunlight they kick out 1,700 watts.
Looks like both CR1 and CR2 have been replaced based on the solder blobs and corrosion on their leads in the pics.
V5 looks baked too. Ought to be red in color.
Drop in replacemets for them are available. Crazy expensive though.
If you don't care if replacements are drop ins you can get less expensive wire wound resistors and modify the plate as needed to mount and wire them.

You are correct. In 120/240 single phase the AC output should be on L1 & L3 and not L1 & L2. The fact that you are getting no AC on L3 but get it on L2 points to a wiring issue. The Frequency meter is driven by L3. Since there is no AC there that explains why it stops working in 120/240...

Some UPS's have a sensitivity setting on them. If yours have it you may want to set them to be less sensitive.

You might consider renting or borrowing a 3/4 ton or better truck and a car trailer. The car trailer needs to have brakes.
