According to profo in post #23 the 831 is J609B compliant and the Northern Tools 4.5K is a direct bolt up.

One easy way is with my governor controller. I can easily change the firmware to make the 831 run at the correct RPM based on the frequency output of the new gen head instead of the frequency output of the PMA. Simple firmware change.
Just checked. I get 7.5 vdc at A1-6 with S1 in Start position.
Guy did indicate the voltage out of R14 will be less than 24 volts, a change from what he posted earlier in the thread.
Just checked using my 802.
I get 8.5 VDC while holding S1 in the START position.
Do you get any HZ or AC voltage reading on the panel meters with S1 in the START position?

On demand start systems such as an Automatic Transfer Switch, charge controllers, etc can command it to start/stop using a 2 wire interface. A basic contact closure on the 2 wire interface commands to set to start. Opening the remote contact closure will cause the set to shut down.

Sounds like unit A may have a bad controller if adjusting Stability & Gain don't do anything.

You might want to disconnect the outlet from the fuel pump and see what the flow is like.
Did you replace the filter on the inlet to the pump? It may be clogged.
K12 LED on indicates the 831's fault system detected a fault and removed power from the Governor Controller and hence the actuator resulting in low RPM. Without power to the actuator the voltage at H-J will be 0 VDC.
Resetting the power switch clears the fault restoring power to the Governor...
When it's at a low RPM and won't respond to a STOP is the LED in the K12 relay illuminated?
When illuminated it indicates there is a Fault and power has been removed from the A5 Governor Controller.
