There is a check valve on the IP that is supposed to keep it from draining back if everything is air tight between the fuel pump and the IP. The valve is probably dirty but your filter base is definitely got problems. I would do the spin on mod and see what problems you have after that.

Make sure your fuse block is in good shape. many times electrical problems lead to the fuse box overheating and melting.
When it melts anything can happen. All your fuse holders get loos and the wires coming in to the back can short out.

Don't leave it running when cleaning under the hood. it only takes a small amount of water getting sucked into the intake to blow up your motor. water does not compress. cover the opeing to the air cleaner and everything else should be ok.

the banks manifold allows you to keep the stock lift pump. the only problem is it makes it even harder to change. probably have to remove the crossover to get to it. The oil return line can be ran to a fitting in the oil pan.

yes, bad lift pump, they will move fluid when bad but not under pressure. That is why when testing by hand make sure the pump puts pressure and makes the fuel squirt when your finger is over it.
many people pull the line and turn it over and see fuel flowing and assume the pump is good when...
when cranking to start, have you cracked the injectors to verify you have fuel. Also have you run a bypass wire to the glowplugs and heated them manually.

make sure your motor mounts and all are good before going through the trouble of swapping a t-case. Sometimes to much motor flex from worn out mounts will mess with your t-case linkage.

when using AC 60g's you should power them from the front battery and bypass the resistor on the fire wall if it is still there.
