Your Fuel Solenoid Shut off valve needs power to operate correctly. If your batteries are shot then it's a no go. When you're in a bind you can turn the knob on the shutoff valve to over ride the electronics (opens the fuel valve manually). However, you'll need to use the Emergency Shutoff...

Just remove the series of mounting screws and just jiggle the assy out. No need to remove the window but having it rolled all the way up helps. It takes a little manipulating to get that assy out.
