    Negative. That is the correct cap. Non vented makes the cap watertight. Good for fording... If you do not ford, it does not matter which cap you use.

    When you bled the brakes, did you bleed the air pack first? Brakes staying on after application point to an air pack problem. Do the brakes release when you open the air pack bleeder?

    Yes, I actually had the glove box screws out, but getting the box wrench up proved to be easy enough so I did not pull the glove box. It would give you more space, though. The other bolt was a bit of a challenge.

    Sometimes the solenoid just needs some gentle tapping with the handle of a hammer if it has not been used in a while. Worth a try.

    It appears that, new air pack or not, it got stuck, just like the well described failure mode. I would suggest to drip some air tool oil both into the J-pipe (or pipe plug, if you can get it off) and into the supply line to the air pack (to take care of the front end).
