Definitely re-core the old radiator. I've done that on several different vehicles with 100% success. As an aside, the same radiator shop has boiled out several fuel tanks for me, again with 100% success.

I believe supercapacitors are the future if they can figure out how to get the energy out at the rate needed. Supercapacitors are amazing. Very quick charging and a tremendous capacity for storing energy.
I have a 1998 M35A3 with Air-O-Matic steering. In my case, the steering is great. I haven't experienced any of the above-mentioned problems and I've had it for almost 12 years and put a lot of miles on it.
