On the wiper front, Get replacement electric wipers. Much better and more reliable. The windows? well they should fit properly and the rubber seals surrounding them should seal any gaps, or something is out of shape. All mine shut properly and don't let water in.
With that dimmer switch disconnected, Try a jump wire from the battery with a fuse in line, to the dip beam wire, OK, then try the main beam wire. If the main beam wire is shorting I would run a new good wire from the dimmer switch to the headlamps. There will be a junction at the front...
