Yes sir, they do. If there were none, the oil in the engine wouldn't stay there, it would leave via the turbo compressor and turbine housings and gaskets and seals in the engine cause the manifold pressure would pressurize the crankcase.

You have to get the numbers off of the tag on the turbo and just about any turbo rebuilder should be able to get the kit. My local place gets them for around $100.00

There should be no leaks around either one of those spots. If there is evidence of dirt sticking to a film of oil at the CC vent of the oil filler cap, it means the gaskets/hose and cap are no good, maybe from being hard. That indicates lack of use.

The throttle shaft screw only increases fuel pressure and doesn't mess with the governor..you need to put a stinger or a button in it for that. I agree though, a non piston cooled engine will not last too long when loaded and the fuel jacked up.
