Can't tell you specifically about the M939s, but some will be stored for long term. Fluids are not usually drained, in fact, depending which program they end up in (aka who is controlling them) they might still get serviced on a regular, but extended interval (IE quarterly or semi-annually...
Most of ours did. they also provided an enclosed full rear compartment (vs. a slantback) where POL products, tool boxes, and parts could be stored without worrying about the rain or snow or whatever getting on/in them. The side tool boxes often held random tools or minor POL stuff. Straps were...
In my current unit, the only HMMWV with a helmet top does belong to the maintenance section. In the company I went to Iraq with, all of the primary HMMWVs had helmet tops. But we only had about 8 HMMWVs, everything else was MTV series trucks of various configs.

Also, the Color Scheme is wrong for the ROK Army. and the ROK Marine Corps is close if not the same to the Army, so
Is there something on the top of it? or is it smooth? if it's smooth I'd say it actually in an CIED system antenna. I had a conversation about this a few months ago on the G with someone. get a desert tan paint job on it and it will fit the role.

Video of an Austrian Military convoy being escorted through town, probably to or from a parade of some sort.
Wait (or skip) to the end for one interesting looking HET!
Husky route clearance vehicle. 1 man, designed to be blown up and reassembled. Has a Ground Penetrating radar or something underneath (where the blade would be on a grader). Could also add a variety of other counter IED systems like the rollers or Rhino for heat detonation. ENGs loved them...
Could you just slip a long (hasp?) style lock through the chain tie in points for the tailgate and the body point? wouldn't take care of the hatch, but would the tailgate.
It is so hard to not believe that it didn't come out of a Oshkosh Factory like that.... If I could I'd bring it on to base and park it next to an LHS or PLS and mess with fellow Loggy peep's heads all day.
Or mess with a company commander about the HEMMT in his motorpool without a proper...
Yeah, but they wouldn't want to white light their truck in the middle of the field during an exercise. It would mess with their night vision, those around them, and create a beacon of light... but that's just a thought...
