Looks like an ABS ECU, they are WABCO ECUs. ABS works well, they usually don’t fault and when they do it is usually the sensor starts to wander from the tone ring, all it takes is a punch and a light tap to reseat them.

Sound like you have an air suction problem. The drain hose should not leak fuel unless it is loose or damaged, you can change your water separator filter with a Baldwin BF1222. It is a single piece without the drain assy.

check pin 4 on the ECU black connector to CB79 with a ohm meter. You should have continuity.
if you don’t check with connector for pushed pins and check your fuse as well.

Do you know if it is Wtec 2 or 3. Wtec 2 has the ecm in they keypad, Wtec 3 has ecm seperate from they keypad.
it will not be possible in a practical sense, to get it in gear without an ECM or keypad.
