Sound like you have an air suction problem. The drain hose should not leak fuel unless it is loose or damaged, you can change your water separator filter with a Baldwin BF1222. It is a single piece without the drain assy.

check pin 4 on the ECU black connector to CB79 with a ohm meter. You should have continuity. if you don’t check with connector for pushed pins and check your fuse as well.

Do you know if it is Wtec 2 or 3. Wtec 2 has the ecm in they keypad, Wtec 3 has ecm seperate from they keypad. it will not be possible in a practical sense, to get it in gear without an ECM or keypad. there are vendors here that can help you find parts. good luck
