Remove the bumper and there is a one way valve on that air line that is commonly faulty. It shouldn't vent any air ever. If you need one I could USPS flat rate you one if no on else can ship it reasonably.
I have a few rebuilt units on the shelf from Transmission Instruments. I feel it's not worth the hassle of diving into since the work is fairly priced and comes with a 2 year warranty.
