Thats not a TCU, that is the Vehicle Interface Module(VIM)... This is used on a WTEC2(Mid98 and earlier) and the actual TCU is over underneath the keypad control... After mid 98 they started using the WTEC3 which did away with the VIM and started putting the TCU where the VIM was located under passenger dash...

I checked the solenoid as per TM and the result is 4.4 ohm. The harness pin M has continuity , cannon connector pin M is not shortened to any other wire or to ground. Tomorrow I'll check the in cab harness. I didn't have the entire TM with me - only a few print outs. I removed and cleaned the relays and Circuit breakers. I have a 1997 1084 w/ wtec2
