The racor on the HEMTT doesn't like positive pressure from air but if you do then do it gently. TM 9-2320-279-20-1, Section 2-18 discusses bleeding the air at the fuel filter housing with a priming pump if you want to do it by the book.
You can send it off to TI for inspection and rebuild. John does a good job and warranties his work for 2 years.

Yes you can bypass those solenoids and yes they've caused that exact same issue on 2 trucks I've had. I sourced a replacement new style unit for $400 out of a company in the North East (I'd have to dig it up) but the other I simply bypassed. Your troubleshooting steps are correct but just to...
I thought there was someone on the west coasts doing 2.87 gears swaps but wouldn't sell the gears unless he installed them. Going with that thinking I'd dig around a little more and try to provide your own front and rear if they'd do the middle. I wish I had more details off the top of my head.

Replaced all hoses on this auger unit, rebuilt the injectors on the 353, cleaned and painted this beauty. I've still got to finish the inside of the cab and some small things left.
The Starter is 24v. The start relay solenoid on the frame near the power steering fluid is 12v but the rest is 24v.
Source: pulled one this morning.
As for turning the truck completely 12v the alternator would need to be replaced, starter replaced, some relays, exterior lights replaced, and...
I'll toss in my 2004 Stewart & Stevenson M1088A1 that I just painted 3 weeks ago. Easily the best running and most complete FMTV I've ever seen. Photo was taken during a suprise haboob (dust storm).
