Except the trails are much wider, it reminds me of the Virginia Rally at Graves Mountain. And the VA Rally does not have any train tunnels that I've found.
The aforementioned MVPA director and his ilk are WWII JEEP people. To them everything else is scrap metal. There are people in the MVPA that see 'our side', but they are not strong enough yet to overcome the 'old timers'.

At maximum rated RPM, lower RPM would allow for more boost simply because the cylinders are not taking a gulp of air as often. I'll let someone else do the math to see where the 6 psi of boost the GI turbos peaks out.

Bigger intake without a larger filter capacity will gain you little or nothing. Since air is not compressed before the turbo, increasing the diameter of all the pipes up to that point would probably be in order.
