I'd go the restoration route to ensure it's protected from the elements and most problems you described are minor, it's also easy to prep and paint due to large flat surface areas.
Wire 10 showed 24.1 volts. I soldered the cut cables in place of crimping and re-re-reseated the 3 way switch (NOS 2004 stock). External lights work now for reasons unknown. Gauges are still not working fully.
