All of these have the turret hole. To my knowledge, the military has no 4 man hardtops without the hole. All of the ones out there that are solid are aftermarket, new manufactured (outside of AMG) made ones.

If the hiss is your cadillac valve, you can make it go away by insulating it from it's mounting with a strip of inner tube. My hiss only happened when I was turning.
Use TM 9-2320-280-34 Pages 9-10 thru 9-17 (Change 2). It will walk you thru replacing all the seals, shimming and associated tolerances.

Depending on how long it has been sitting the fuel may have gone bad. Diesel tends to absorb water from the air much faster than regular gasoline. Did you try putting in new diesel fuel?
