My guess would be a bad ground somewhere else in the system, causing that one to handle most/all of the load. I'd start with checking the ground connections to the engine.
I *think* he is saying that he sees full voltage on the input side of the GP relay, but only getting .05 on the output side, which, as already stated, would imply that the GP relay is carboned up and not passing voltage/current.
If you do decide to go to court, have the 'new' mechanic write up what was done wrong. You can then provide this to the judge as part of your evidence.
My guess would be that the belt is slipping. As for the voltmeter, you need to take actual readings with a DMM or VOM. The gauge in the dash is not a precision instrument.
