I always check those 2 way check valves under the cab behind the driver step if air is coming out of the front gladhands. I've had the brakes lock up if I close off that front glad hand also. Easiest way to check is take the valve apart on the truck and check the diaphragm for holes or cracks.
Easy fix! Flip up the cab and look behind the driver side cab step and there are three air check valves inline. It's probably the top one with the sensor, there is probably a hole in the diaphragm. Usually need to replace all three. The complete valve is a haldex KN25060. They also make a...
Look at your invoice and it will show in the fees which you picked, I think it's $50 for SF97 and $150 for title. You can check with your DMV and see if they will accept the 97 if you want to tag it. If they will not take it , go the title route, even if you requested the SF97 you can send it...
If you paid extra money for the title , you should get a title from Montana. This will take longer because GP has to get the SF97 and send it with paperwork to MT and then get it back and sent to you. Usually another month +|- for the title. Dont get in a hurry for HMMWV paperwork lol !

I agree with Suprman, the best bet especially for the starter and hose reel is to go straight to the battery. You can probably run the light bar out of the dash panel with no real issue.
I've found it pretty easy to get either the SF97 or you can request a title and they will send you a title from Montana. At least that's what I got on the last one bought from GP, it was $150.00 for full title.
