Tobash have you modded the engine in ways that your thing it could actually need a 4" exhaust? If stock that engine was just plain happy as a clam with 3" tubing. If your just doing it to be cool then just cut the existing pipe and weld you bigger pipe to that.
Normally you would have two options 1 fix it 2 replace it. I am guessing the hole is not small? and being it was speared from the outside inward it may be difficult to pound out and then weld a patch on it? It will be likely easiest to replace the tank, I can think they would be that expensive?

Confirm in your TM that its a ground and you should be able to attach it to anything solid and close to the firewall, just make sure that whatever your attaching to is not rubber mounted.
