If you have 24volt at the quick disconnect wother the suppression capacitor is burnt out, the pump is jammed, or the pump is burnt out.
The capacitor can be removed and bypassed (see Guys comment above).
The pump needs further disassembly and cleaned
Or pump needs replaced

Find the 2 main fuel pumps (one is to fill the tank). There is a quick disconnect, unplug it and see if you have 24 volts to chassis with the switch in run. If you have power pump needs help. No power we gotta dig deeper.

Means your 120 loads aren't balanced. You're close enough to not worry about it. The neutral carries the unbalanced load back to the head.

Noted, is it a safe assumption you are using it for backup use? If so you need to be sure you have a proper interlock (device preventing generator power from making to utility and vice versa)
Single phase 120\240. L0 is neutral. L1 a phase l3 b phase. Do you know what you're doing? Because there's a lot of ways to hook generators up wrong with very devastating results.

Let's try something that's going to sound a bit silly, take the voltage adjust knob and rotated it's full span back and forth several times then set it to the lowest setting
In the mean time, disconnect both wires and measure the coils resistance. Then measure the resistance from each post to the chassis. I'll do the same on a known good one.

It's absolutely possible.
Not to mention these are apples to oranges. Your standard household breaker is a thermo mag breaker (thermo being the slow overload trip, mag(netic) being the inrush. Their trip curve (time vs current) is rather forgiving (especially GE breakers).
Now for...
Short answer: it's normal, and holding closed is a not so good idea
Long answer:
These are momentary switches. So the return to center is normal. The way these circuits work is electrically held. Meaning when you select closed the contactor closes and electrically holds itself on...
