The TM for the AN/UYK-128 calls out the “W” number for that cable and as I am sure you are aware, this stuff shows up regularly on ebay, set up a notification for the cable nomenclature
Winch is definitely not the primary reason. Same purpose as M151 M715 etc, you move the rear tie down shackles to the wheel end to provide a tie down point on rail cars, airdrop pallets, C130/C17 etc.
That “winch” idea comes from a WWII era FM.

Its (edit:not) a M100. 416s have angular fenders. Maybe you can find a modern trailer axle that matches your Jeep’s lug pattern so you don’t need a second spare tire.
