Well I suppose you could stick your finger in there and see if the fluid has that distinctive old school brake fluid smell. Regardless you probably don’t need to flush the system tonight.
I would consider replacing the valve with a tee and putting ball valves on both sides. PVC fittings would be very reasonable. Some green paint and nobody will know.
Fuse is on +24 volt side. It’s possible your tank has 1” of spooge in the bottom, did you check for that? You should be able to hear the pump run, if not, it’s not getting electricity.
