By far the easiest solution for a truck to be used around a yard is to go to a truck wrecking yard and get a set of 11r24.5's off something they are wrecking out.

What kills this concept is where Banks put the battery. It uses up the entire cargo area. Most EVs have the battery slung low in the middle of the vehicle between widely spaced frame rails. The HMMWV has narrow spaced frame rails so no huge battery will fit there.
Auction trucks that have been “cannibalized” typically get that way at the DRMO “cann point” and not when in GP’s possession. Of course people can steal stuff when nobody is looking and trust me that happens.
