I checked around locally for the tool and none of the parts stores around me had one with the correct adapter. I ended up calling a Snap-On guy and was quoted around $70.00 for a Blue Point brand kit that had the 16x1.5 adapter.
You said you got one from NAPA? How long ago? I went there too...
There is a good sticky regarding battery maintenance. Check that out for some tips on cleaning terminals and the like. It's pretty informative.

I personally wouldn't use anything but a dedicated diesel additive. I've been using Stanadyne additive recently and before that I was using Power Service.
The AC Delco 60G's are nice plugs. They are self limiting and shouldn't burn up or swell as bad as other plugs. I have had great luck with them so far but time will tell I guess. Just my 2cents
My M1009 is my daily driver. I drive to work everyday and to night classes at the vocational school twice a week. I fill up maybe every 10 to 12 days. I'm easy on the throttle and don't exceed 65mph on the freeway. I get somewhere in the 20-22mpg range.
Listen to Warthog. He knows a lot about CUCV's.
As for the sparks coming from your starter, that is not normal. Check your connections and make sure something isn't touching something it shouldn't. Wiring diagrams are in the TM's.
Your belts are squealing because they are most likely too...
You need to replace the under dash starter relay before you install the new starter. It would be wise to do the doghead relay mod. I would read up on the TM's and the CUCV FAQ. The sticky's at the top of the CUCV main page have a ton of useful information too...
In the far far west suburb area of Cleveland Ohio, in Lorain County:
Kolar Auto Electric
139 Cleveland St
Elyria, Ohio, 44035
(440)-323-4476
I've taken my alternators and starter there. He repairs just about anything.
As for your fuel filter, I would do the spin on conversion. There are a bunch of threads on here with information on how to do it. All this can be found using the search function. This thread is pretty good: http://www.steelsoldiers.com/cucv/36435-my-cucv-spin-fuel-filter-mod.html
Rapco Parts Company. They have color matched paint to the CARC colors. 383 green, 383 brown and flat black are the colors for the NATO woodland. 686 tan for the sandbox look.
