A few years back, we pulled the engine with all of its accessories from a scrapped M920 and dropped it into an International 2574 which is a 12V truck. I don't recall that we replaced the starter.
Check your TM for the M920. The starter may already be 12V.
I don't have an exact answer to your question, except as a former M920 owner.
I think the new starter will work just fine so long as it bolts up, and the Bendix/pinion length is the same as the original. Placing them side by side on the bench should confirm.

Ten gallons isn't much for the truck after it has made its way through the lines and filters. It may be below the pickup line. Is it possible that the truck is merely out of fuel? Before doing a deep dive, it may be easier to add more fuel and bleed the system again.

Depends on the DMV agent whether he or she will work from the title. On the registration application, I think you'd be OK to leave the model blank and just put SUV in the body type. Or go ahead and put CUCV in the model block.... The DMV likely doesn't know what that is specifically, probably...
